Having been aware of pics from wayback for much of my life, I think I can safely say that BBWs back then sagged like BBWs today. But, I'd conjecture that the women in a lot of the vintage shots were often more of the slender&stacked variety. People in the pinup industry, wouldn't you say that might have been influenced by many of the models coming from burlesque and stripping - e.g. dancer physiques? And I do think a lot of the models you'd see as perky were probably petite, too (check a lot of the shots above). SO - slender and stacked, or petite - that makes dimensionally smaller boobs look proportionally larger. Dimensionally smaller means lighter - and lighter means less droop and sag.
