I kind of knew the report on NBC wasn't going good when they said that Scott Walker had a change of heart and decided against evacuating the capital by use of police force.

It is not clear whether Walker changed his mind or the capitol police refused to do it.

The Super Bowl Winners, the Green Bay Packers, have come out in support of the protesters. Well, at least some of the players have spoken in their support.

Seems the NFL Players Union is going through their own problems with management (aka the owners), and they want to show that they are all in this together.

Also:

-In daring Blazing Saddles move, Wisconsin Governor Walker tells the throng, "pass this bill or Scotty gets it!"
-Then, inexplicably, he says "Mr. Gorbachev, tear this wall down!"
-And something about outsiders from Nevada putting hallucinogen pills in teachers' coffee.
-Vows to pass a raft of regressive legislation and rename the state Wisconsisippi.
-Probably shouldn't have called the legislative package Killzone 3.
-When the sleepovers are over, the Capitol will go up for sale as a nice little fixer-upper. The Koch brothers might pick it up for an Eagle's Nest retreat for the governor.
-Governor Walker's fireside chat was a good idea, but I thought the cauldron was a bit much. Eye of math teacher, liver of blaspheming counselor.....
-The governor does have a lot of supporters; little do they know, they're next. Everything must go!
-Meanwhile, poor Senator Fred Risser -- an 84 year old man -- living out of a suitcase at the Rockford Clock Tower Resort and Water Park.
-The errant Wisconsin senators are out of toiletries and towels, ate the expensive nuts out of desperation, and the cable sucks.
-Try to slip home for a nap and the neighbor calls the cops. And you better believe they know which neighbor.
-Wisconsin State Troopers, meanwhile, have withdrawn their support of Walker -- better watch your speed on I-94, guv, if you can do more than 65 in that Saturn. Especially out there by the Patrol headquarters in Waukesha.
-Democrats' counter-proposal is that the governor work for merit pay.
-Anticipating the loss of benefits, teachers are telling the kids to bring their own Kleenex and hand sanitizers. Hall passes -- $5 bucks.
-A huge number of kids have been out protesting for teachers, who, they can only hope would do the same for them should conditions arise.

While all you libs are focused on Wisconsin, the tougher bill in Ohio has a legitimate shot to make it through very soon. Plus, John Kasich is eager to sign it into law, bringing Ohio into the budget-balancing fold…

Let me make a Wisconsin prediction: it ranked 40th out of 50 states on the "best corporate tax climates" over the last 5 years (2006-present). (http://www.taxfoundation.org/taxdata/show/22661.html – Check the rank closest to the left side of the PDF document)

If the Republicans are able to implement their policies, watch the budget holes vanish in favor of budget surpluses, and check back in 5 years for their updated "tax climate" rank. Betcha it'll be in the top 15. Wink

V to Zook below: actually, that link is worthy of its own thread, politics or not -- but what do you call just plain lying about your own clear and simple record?  Suppose someone is talking at great length about A and never makes a peep about B, then suddenly claims "Huh, while all you silly enemies are obsessed with A, B is so much more important"?  It's an attempt through instant schizophrenia to suddenly seize a wholly unearned bragging right.  Logic is only the beginning, we're going to have to include patterns of outright attempted deceit, easily exposed by simply reviewing the given record.

The chief grab the bullhorn and announce that they were order to evict everyone but instead will join the protester. That was what reported on the radio. The last line he said was "Scott Walker! this isn't your house, it's our house!"

Well, the poor tend to vote Democratic, anyway....

Too bad the Republicans can't figure out why - but then, they keep wanting to cut education budgets...

Looks like Wisconsin did, by stripping the funding measures and simply passing the language of the bill. While one Republican was opposed to the move, we had the 17-senator majority to pass the bill (18-1, actually).

One remains to wonder how insane the unionistas will become over this. My bet: Rodney King, you ain't got nothing on Wisconsin. Cool

Strange But True Provisions of Collective Bargaining



Madison—Today Governor Walker’s office released additional examples of how collective bargaining impacts government and how reforming collective bargaining can improve government.  The following are some of the items contained in collective bargaining provisions:

1. Employer must provide bulletin boards to post information about union social and recreational activities. The size and location of the board is subject to collective bargaining.

2. When a local union meets the following conditions are subject to bargaining:

----1. lighting,
----2. vision care and examinations,
----3. noise,
----4. chairs,
----5. desks,
----6. footrests,
----7. adjustable terminals and keyboards,
----8. work environment design (wall cover, carpet, windows),
----9. room temperature,

3. Starting of vehicles during cold weather is subject to collective bargaining.

4. Paid time off to donate blood.

Earlier today, Governor Walker’s office released some specific examples and new details to show how collective bargaining fiscally impacts government and how reforming collective bargaining can improve government.

A Year’s Worth of Pay for 30 Days of Work

Under the Green Bay School District’s collectively bargained Emeritus Program, teaches can retire and receive a year’s worth of salary for working only 30 days over a three year period.  This is paid in addition to their already guaranteed pension and health care payouts.

At the average annual salary for a Green Bay teacher of $51,355, this amounts to a daily rate of pay of $1,711.83, or an hourly rate of $213.98.  Since most retiring teachers receive higher than average salary, these amounts are, in practice, much higher.

Teachers Receiving Two Pensions

Due to a 1982 provision of their collective bargaining agreement, Milwaukee Public School teachers actually receive two pensions upon retirement instead of one.  The contribution to the second pension is equal to 4.2% of a teacher’s salary, with the school district making 100% of the contribution, just like they do for the first pension.  This extra benefit costs taxpayers more than $16 million per year.

Almost $10,000 Per Year for Doing Nothing

While the Green Bay Emeritus Program actually requires teachers to at least show up for work, the Madison Emeritus Program doesn’t even require that.  In addition to their pension payouts, retired Madison public school teachers receive annual payments of at least $9,884.18 per year for enrolling in the Emeritus Program, which requires ZERO days of work.

When this program began, 20 days of work per year were required.  Through collective bargaining, the union successfully negotiated this down to zero days.

Yesterday the Governor’s office released these examples of the fiscal impact of collective bargaining

No Volunteer Crossing Guards Allowed

A Wausau public employee union filed a grievance to prohibit a local volunteer from serving as a school crossing guard.  The 86-year-old lives just two blocks away and serves everyday free of charge.

Principal Steve Miller says, "He said, you know, this gives me a reason to get up in the morning to come and help these kids in the neighborhood."

But for a local union that represents crossing guards, it isn't that simple.  Representatives didn't want to go on camera but say if a crossing guard is needed, then one should be officially hired by the city.

$6,000 Extra for Carrying a Pager

Some state employees, due to the nature of their positions, are required to carry pagers during off-duty hours in order to respond to emergency situations.  Due to the collective bargaining agreements, these employees are compensated an extra five hours of pay each week, whether they are paged or not.

For an employee earning an average salary of $50,000 per year, this requirement can cost more than $6,000 in additional compensation.

Arbitrator Reinstates Porn-Watching Teacher

A Cedarburg school teacher was reinstated by an arbitrator after being fired for viewing pornography on a school computer.  The school district ultimately succeeded in terminating the teacher only after taking the case to the Wisconsin Supreme Court at great cost to the taxpayers.

‘Outstanding First Year Teacher’ Laid Off

Milwaukee Public Schools teacher Megan Sampson was laid off less than one week after being named Outstanding First Year Teacher by the Wisconsin Council of English Teachers.  She lost her job because the collective bargaining agreement requires layoffs to be made based on seniority rather than merit.

Informed that her union had rejected a lower-cost health care plan, that still would have required zero contribution from teachers, Sampson said, “Given the opportunity, of course I would switch to a different plan to save my job, or the jobs of 10 other teachers.

Union Opposes Cost-Saving Lawn Mowing Program

As a cost cutting measure, Racine County began using county inmates to cut the grass in medians and right-of-ways at no cost to the taxpayers.  A county employee union filed a grievance indicating it was the right of government workers to cut the grass, even though it would cost the taxpayers dramatically more.

The $150,000 Bus Driver

In 2009, the City of Madison’s highest paid employee was a bus driver who earned $159,258, including $109,892 in overtime, guaranteed by a collective bargaining agreement.  In total, seven City of Madison bus drivers made more than $100,000 per year in 2009.

"That's the (drivers') contract," said Transit and Parking Commission Chairman Gary Poulson.

$150,000 Correctional Officers

Correctional Officer collective bargaining agreements allow officers a practice known as “sick leave stacking.”  Officers can call in sick for a shift, receiving 8 hours of sick pay, and then are allowed to work the very next shift, earning time-and-a-half for overtime.  This results in the officer receiving 2.5 times his or her rate of pay, while still only working 8 hours.

In part because of these practices, 13 correctional officers made more than $100,000 in 2009, despite earning base wages of less than $60,000 per year.  The officers received an average of $66,000 in overtime pay for an average annual salary of more than $123,000 with the highest paid receiving $151,181.

Paid-Time off for Union Activities

In Milwaukee County alone, because the union collectively bargained for paid time off, fourteen employees receive salary and benefits for doing union business. Of the fourteen, three are on full-time release for union business.  Milwaukee County spent over $170,000 in salary alone for these employees to only participate in union activities such as collective bargaining.

Surrender of Management Rights

Because of collecting bargaining, unions have included provisions in employee contracts that have a direct fiscal impact such as not allowing management to schedule workers based on operational needs and requiring notice and approval by the union prior to scheduling changes.  As County Executive Walker attempted to reduce work hours based on budget pressures and workload requirements by instituting a 35 hour work week to avoid layoffs, which the union opposed.  Additionally, government cannot explore privatization of functions that could save taxpayers money.

WEA Trust

Currently many school districts participate in WEA trust because WEAC collectively bargains to get as many school districts across the state to participate in this union run health insurance plan as possible.  Union leadership benefits from members participating in this plan.  If school districts enrolled in the state employee health plan, it would save school districts up to $68 million per year.  Beyond that if school districts had the flexibility to look for health insurance coverage outside of WEA trust or the state plan, additional savings would likely be realized.

Viagra for Teachers

The Milwaukee Teachers Education Association (MTEA) tried to use a policy established by collective bargaining to obtain health insurance coverage that specifically paid for Viagra.  Cost to taxpayers is $786,000 a year.

Unrealistic Overtime Provisions

On a state level, the Department of Corrections allows correctional workers who call in sick to collect overtime if they work a shift on the exact same day.  The specific provision that allows this to happen was collectively bargained for in their contract.  Cost to taxpayers $4.8 million.

Now, sanity can be restored to the state, money will be saved, and the budget will improve. This is a shot across the bow to unions who essentially launder money to the Democratic machines across the nation--your members' dues won't come due anymore once they find there's a better way--Merit Pay.

Actually, recall petitions are being circulated for 8 Republican state senators, and one will start for Walker as soon as he is eligible. Wisconsin has a silly law that requires that politicians be given a minimum portion of their terms before they can be recalled.

I'm way ahead of you, Pedonbio. There ought to be some recalls going on around here… Wink

A correctional officer with a PHd in psychology is going to get over $150,000 per year! I know one that get paid that much. This is true, but not surprising.

Viagra is use for medical purpose as well as erectile dysfunction, and I am pretty amaze for someone who go thru the BEA cant see the health benefit of Viagra. If that many teacher require it tells me they are overwork and over stress!

But a lot of these claims don't have any leads to the actual story and you are going to take the word of Scott Walker without verifying the fact? This guy is worse than you are!

On December 7, 1941, the Japanese military felt triumphant over their truly spectacular and devastating sneak attack on Pearl Harbor.  In that moment they felt quite giddy with success.

But not all of them.  It is rumored that Admiral Yamamoto once wrote "I fear that that all we have done is to awaken a sleeping giant and fill him with a terrible resolve."

Less than four years later, that sleeping giant gave a full reply.

I can wait four years for Wisconsin, but it won't take that long.

Perhaps MrsP, as a Wisconsinite, you can comment on this, but doesn't the fact that the Repub's in the legislature and the Gov in doing an end-run about the state constitution to pass this legislation without a proper quorum give the unions an opening to take this whole mess in to the state courts and have it resolved there?

Meanwhile, here in the Land of PA (not "P-A") our own Repub Gov revealed his 1st state budget this week. As expected he kept his campaign promise not to raise taxes or seek any other means to raise additional funding to close the budget gap. So as a result his solution to fill the hole was to make huge cuts, particularly in education at all levels, from head-start up through college. It's also telling that the state run AdultBasic health program that provided coverage for some 41,000 (with 10's of thousands more on a waiting list) low-income individuals and families, yet who earn too much for Medicaid, was allowed to go *poof* with out any effort extended by Gov. Corbett or those in the legislature to save it. So far as the head administrator Corbett made a better attorney general for the state. Undecided

I also love during his speech after revealing all the programs that were going to be cut in his proposed budget, how the Gov told the school districts and local municipalities that they needed to hold the line on costs and not raise taxes to make up for any lost revenue from the state. Hate to tell him but my school district already raised the property tax rate last year in anticipation of Corbett doing exactly what he did. Roll Eyes

Yes. From what I understand, but cannot confirm (due to time constraints right now), last August, the Republican State Attorney General introduced new statutes regarding The Wisconsin Open Meetings Law. See below. This is the way that democracy works in the great state of Wisconsin. Clearly, the GOP was in direct violation of the law, and therefore, a court can and will void any action taken when this violation is present. There are some loopholes to squeeze through, as there are with many laws. However, there must be what a court of law would define as "good cause" for the violation.

In this case, they will be hard pressed to find one, as there wasn't even the 2 hour obligatory notice (for cases where they might find good cause) given. It was a surprise, impromptu meeting.


    The provision in Wis. Stat. § 19.84(3) requires that every public notice of a meeting be given at least twenty-four hours in advance of the meeting, unless “for good cause” such notice is “impossible or impractical.” If “good cause” exists, the notice should be given as soon as possible and must be given at least two hours in advance of the meeting. … If there is any doubt whether “good cause” exists, the governmental body should provide the full twenty-four-hour notice. [...]

    Wis. Stat. § 19.97(3) provides that a court may void any action taken at a meeting held in violation of the open meetings law if the court finds that the interest in enforcing the law outweighs any interest in maintaining the validity of the action.

Sam, this is one of those areas where sadness overcomes perception. Virtually every other country in the world is using public education as an economic stimulus, taking the opportunity to add to the value of their human capital, but the various state governments are reducing the availability of education. Five years from now we will be further behind Europe and Asia than we are now.

Well, what Gov. Corbett presented is his proposed budget for next year, and the Land of PA (not "P-A") legislature has yet to pass it.

And while Republicans are in the majority in both the state house and the state senate after the recent election the members in both have traditionally tended to be a ruckus bunch, all 252 (253 normally, but one died) of them, who don't always fall in line with what the Gov wants to do, even when he has been a member of the same party. Roll Eyes

So it is possible the fight over next years budget has just begun, despite Gov. Corbett's shot across the bow he gave to various groups in his budgetary speech he delivered earlier this week. Undecided
