I don't like talkshows but while channel-surfing I just had to see Julia talking about her breasts.
She was still on school when the show was aired. She told about her plans to model for "a magazine" in the USA (guess it was Score), so she must have been at least eighteen years old (How old is she now?). Someone at Score probably knew that she was enhanced but decided that people would think she is/was natural based on the overall size and shape of her body. When confronted on this they probably tried to save face by saying that she only had a lift, *cough* *cough*, and decided that she didn't belong in an all-natural magazine.

I will admit that it may be possible she has had some surgery done on them, but if so, it was relatively minor. Her overall frame is suited for large breasts, and it is likely that nature gave her a big pair. If there is any silicone in there, it can't be much.
For my final answer, I'd say they are all natural (with a 70% certainty).

Though no one asked, let me say this anyway: I don't care that Julia Miles (or Kiki Kakuchi, Amy Anderssen, etc...) got urine in her mouth for a shoot. Maybe the only real difference between her and at least a few of the "all natural" crop from the last 10 or so years who look lets say "remarkably similar" is that the long lost vids they had stayed lost or they never had any in the first place.
