Tons of results for this exact image on both tineye and google reverse image search... by following a few of those links it ought to be possible to ID the model and/or original source. If I didn't have thousands of other threads to review, I'd do it for you, but since I do, someone else can have a whack at it. ;)

For anyone taking Pal's challenge, please note that the first few hundred sites are Korean or Russian, and the only translation that made sense was "Windy Girl".
