Title: Logins via TOR servers no longer accepted starting October 21, 2015

Though this will only affect a tiny handful of forum users (just a fraction of one percent) and we'd prefer to be able to avoid it altogether, it's become necessary for us to start excluding logins made via TOR anonymzing servers.
