This is "https://forum.bearchive.com" are they owned by the same person?

I can't either. I use "Forum.bearchive.com" to get into the forum but I can't get into the BEA User Gallery for example.

I just tried creating a new account there since it claims my current account's email doesn't exist (which is rubbish). I got this error message:

"Our systems detect that you may be a spammer and therefore you have been denied registration. Registration must take a minimum time of 1024 seconds to prevent automated signups, you registered in 134 seconds. If this is a mistake, please contact the Administrator."

Who on earth has a "minimum time for registration", and then sets it to be seventeen minutes?
