Not all Muslim countries are the same. Saudi Arabia is one of the most restrictive (Iran and Afghanistan even tighter) but the North African Arab countries are a bit more open. Many women wear veils, but some choose not to. The more conservative men look at them with disdain, but there is no official persecution. Women who pose and perform like Samira are not respectable, but they are tolerated and useful. Arab men get horny too
