You pretty much can only get expanders in Europe because the FDA here in the United States has essentially barred them. As for filling up here in the USA, if the plastic surgeon agrees to it, yes.

I don't know the cost. Beshine and Mary Madison do it but don't talk about it. As for surgeons, you will have to look for that somewhere else.
