You pretty much can only get expanders in Europe because the FDA here in the United States has essentially barred them. As for filling up here in the USA, if the plastic surgeon agrees to it, yes.

I don't know the cost. Beshine and Mary Madison do it but don't talk about it. As for surgeons, you will have to look for that somewhere else.

Hi,
hope it is still relevant. Can highly recommend Dr Vandervoort (A-Clinic) in Brugge (Belgium) and Innerform in Berlin (Germany). They also do fillings, my GF got her breast filled by Dr. Vadervoort and Innerform in Berlin as well. She says its possible to also do this at home but wont do it because of safety reasons.
