well i use a great product called Cooledit; it allows an incredible amount of leeway and manipulation not only with bitrate but also with freq adjustments and editing the length and section of sound files. It includes reading manipulating and converting .wav .mpg. rm.files. its quite easy to use and the interface is very intuitive. i recommend it highly ! i think you can get it from C-net.
