A rar is a compressed file format like zip file. You can use WinRAR to extract the files.

.rar is an archive format, like .zip - I don't know what the best archive extractor is for that.  I'd say go to WinRAR, but I think they may want money for their extractor.

You don't play .rar files.  Rar is a compression format, not an encoding format.  You need a program such as WinRar to uncompress it before you can play it.
