Last I heard, Netflix only rents videos. Is the english translated MANGA for Eiken actually available in the US and elsewhere?

The ANIME is available in the US and I bought a copy for only about $15.00 (Best Buy) in January of this year.

The English translation of the Eiken manga came out July 13.  Volume 2 comes out in October.  It's available where most manga can be purchased.

I got mine at Suncoast Videos several months ago.  Any video store that sells anime will have it. You'll be better off if you shop near a college.  

You can probably buy it on amazon...  heh.
