I know the black guy wearing the dress is Flip Wilson and looking at the hairstyles of those "sailors", that is from the early 70's. I wonder if it is a skit from the Flip Wilson show.

When I googled "flip wilson bob hope george carlin" the caption indicated (as I suspected) that it wasn't from a Bob Hope show, it was from a Flip Wilson Special. I'll do some more digging (maybe by googling "flip wilson special joyce mandel").
