1. Jasc isn't doing anything wrong, it's the browser. When you see animated .gifs with internet explorer it automatically puts 10ms delay in between frames, so any delay less than that (it's usually 4ms for 25fps video) will be rounded up to 10 and appear slower. If you use firefox or opera browsers the images will be displayed correctly.

2. Not sure, but I know that because of the .gif compression scheme, the files would be huge if you didn't go through with the optimization.

yea I see what you mean but the christina avy seems to be going pretty quick similiar to the avy SwitcherX quoted and I use IE I'm just wondering how to get my animation gifs that fast?

If you right-click on the frames in animation shop and go to frame properties, you can change the delay. For a 25fps movie, the default is 4ms. However, you will never see anything faster than 10ms when you use IE, so you will have to use another browser.
