I'm afraid you read it wrong. BrookeBlue is bigger but not Beshine. I read all the tweets and its BrookeBlue who got bigger. She is looking to go to 3,500 cc's but hasn't found a Doctor to do it.

morosofist has the right quote, though he just left out some details. Now the questions is, does Brooke know as fact (from Beshine) that she has gone bigger or is this just speculation on her part, which is understandable because Beshine has been looking extra massive in her latest sets. Don't forget, Beshine just recently celebrated her birthday, so maaaaybe she got herself (and her fans) a great big birthday gift.

Hm, I was a very sceptic that she had secret fill-up. Now I checked all her tweets.
Now I believe since December 2011 she is doing fill-up every 3 months - if she isn't a marketing pro only:

February 15, 2011: BESHINE is getting bigger boobs today!

Then it started:
December 9, 2011: two support bras on and now off the the gym.. my boobs feel heavy today.
March 12, 2012: wow.. my boobs are so heavy today, love that feeling
June 16, 2012: my boobs feel extra heavy today...
September 5, 2012:  the boobie greed monster is getting bigger and bigger… i think you know what that means
December 10, 2012: feeling so augmented today (this could reference to her booty augementation, only)
March 5, 2013: the bigger my breasts get, the more sensitive my nipples are

I really don't think that Brooke has inside info on Beshine's breast enhancements other then maybe what doctor she used. Truthfully Brooke most likely worded her tweet badly. How ever that does not mean Beshine wouldn't get bigger with out telling us, only that the first person she would tell wouldn't be Brooke. If Beshine has had fill up once, twice or even one every three months she will tell when she feels that it is right. But weather or not Beshine come out and says "over the past year and a half I've been getting my boobs filled they are now these big ??" or she says "hi guys it's Beshine tomorrow is a very special you know why? because tomorrow I'm getting Boobie and Doobie filled up with ?? more saline" will be amazing update.
