I suppose so! On the other hand, you'd have to do a double-blind, where women didn't know the men's preference for big boobs, and the men didn't know if the person giving head had big boobs or not. You'd likely have to keep the women from arbitrarily determining the level of attractiveness of the men they were blowing as well.
Then there's the subjectivity of "experience". You'd have to work really hard to establish some criterion that defined "levels" of experience for both the men and women. You'd have to study motivations for giving/receiving. There are other things I'm probably leaving out here, but just considering these few variables would be difficult enough.
I don't imagine you'd have a hard time finding participants on the male side, though.
Over the years I've talked with a lot of women, and I've heard all sorts of ideas. One very, very big-boobed lady told me that she started giving head because (as she put it), "looking like this when I was 13, I knew I was gonna give head or I was gonna be a mother before I was 15." On the other hand, an A-cup lady of my acquaintance (who gave some of the best head I've ever experienced) told me that she figured she would acquire a skill that would help her social life...
There again, the rationale for giving blowjobs would be a significant criterion to consider when developing a study of this kind.
It has been my peronal experience that flat-chested women are more proficient than their busty counterparts in this area of expertise. However, I will diligently continue my research on this topic.
