I can say with 1,000% certainty that P-chan (Fuko) has never had eye lid surgery. What she does do is wear contacts that make her eyes look bigger along with fake eyelashes.

Absolutely correct. Cosmetic surgery in Japan is still pretty rare. Japanese girls tend to use a special glue to create a fold in their eyelids which achieves a similar effect to surgery, except it's obviously much more temporary. It could give the appearance that they have had surgery though. They also tend to photoshop the eyes a lot more, and a lot of the purikura photobooths that J-Girls take their photos in automatically enhance the size of the eyes through facial recognition/image processing. Surgery though, not so much.
