I read the caption and LOL when I read it. The Rand corporation is a Washington D.C. based think tank that does studies on geopolitical and political matters mostly for the Democratic party. Ladies and Gentlemen, what you are seeing is not a home computer but a mock up of the Nuclear reactor power plant control panel for a Nautilus class submarine. The large " steering wheels " you see is actually the throttle control valve. The large wheel is forward and the small wheel is back. The black handle to the right controls the reactor control rods which determine the available power output. This was high tech in 1949 - 1951 time period and the first naval reactor prototype for the upcoming USS Nautilus, the world's first nuclear power vessel of any type, went " critical " ( operational producing power )  at the National Engineering Testing site sixty miles west of Idaho Falls, Idaho in 1953. The Nautilus was commissioned in 1955.

I know the feeling; and those damnned little snots act like it's been that way forever. I have met several who can't write a check, though.
