Good guess but no, it isn't Dubai. Although it is the country's largest city (pop. 3.4 million), Dubai isn't the capital city of the United Arab Emirates. The capital of the UAE is Abu Dhabi (pop. 1.5 million).

^Alright, I misunderstood your posts.  The "more cranes" comment threw me.  I GRIS'd your picture to get the correct answer but in the spirit of fairness I won't reveal. 

FWIW Dubai has the most cranes of any city in the world (unless that has changed recently), and it is the capital of the Emirate of Dubai.
