
If that was how she appeared in game no one would have progressed farther than her castle.
Oh yeah, she'd be irresistible. 
Capcom hit a gold mine and screwed the pooch with her. They featured her heavily in the advertising before the game came out, but it turned out she was just the first boss of the game. Now if she was the main antagonist or a character that lasted through out the entire game people would have been much happier.
Heck if Capcom writers pulled the twist that she and her daughters were not the standard Resident Evil bioweapons but the series first supernatural characters (IE actual vampires) that would have blown the fans minds as well.
