I just finished watching that episode. There were a surprising number of busty women in it. And the fact that they were wearing dresses with lots of cleavage helped.

The actress's name is Julia Anderson.  Not much out there on her, although I gather she gave a guy a lapdance in lingerie on "Tru Calling".
