Speaking for England or the UK, I can say that if a teenage girl wishes to wear revealing clothes it is viewed as a matter for the female side of the family. They may well ask the father's opinion but if he is rash enough to raise any objection he finds himself facing the combined scorn of his womenfolk. Heigh-ho, he sighs, it's not the end of the world, she's still daddy's girl when she needs money.
When the girl grows up a bit more, maybe she'll dress more decently and blush for shame at the disgraceful way she used to show a yard of cleavage.
If there's a brother, he is likely to be more indignant than the dad. Brothers don't want to see their sisters dressing like sluts, for some reason. But nobody ever wants to hear what the brother thinks.
