I'm thinking they're bigger than C because her sports bra pushes them down making them appear smaller.

I think the gymnast is Rachel Tidd.
Search youtube for "2005 NCAA Gymnastics Championships Part 5".  She appears at about 1:17 and is boob bouncy for a gymnast.
