Nope...it's related to the fact that Exotica is a pit, they do no advertising whatsoever, the girls there should be temping instead of dancing, and no self-respecting clubber is going to waste his time at Exotica when a real club is 300 yards away to the west.

FYI, Exotica is located in the county of LA, not the city, so the lap dance law, were it in effect, wouldn't have an impact on the "crowd."
