Well, her cousin (Shyuyu Koukin) and just about every other male she meets have trouble keeping their eyes off her cleavage. So as distractions, her breasts are somewhat effective as a weapon, but many of her later opponents are female (did I mention this manga has lots of panty shots?).  

Also, and I'm not clear on this, there is some mumbo-jumbo about her spirit energy (ki) coming out of her chest as another cause of her clothing getting shredded every time she fights. Of course, the reason doesn't matter, only the results.

Sorry I took so long to respond, but I finally had time to "ring that bell" you mentioned.  

The girl you are hinting at is Ryomou Shimei, who you described mostly correctly (she puts them in a scissor lock that makes rubbing a little difficult). The image I'm posting doesn't illustrate her fighting technique, but I doubt you'll mind.

Zone of Decay, that is definitely Goei Sonsaku (Hakufu's Mom). Also, definitely a MILF! I'm not sure where in the story that's from, but it's a screen capture from the anime.

Ugignadl, I don't know about distribution where you live, but both the manga and anime are currently becoming available in the US through any and all outlets for these media. I've been buying the manga ($9.99 each) at Waldenbooks and Suncoast stores and the first DVD (where the "message board" came from) at Best Buy (about $20.00), but there are plenty of internet sources as well. Just do a search on "Ikki Tousen" for the DVD and "Battle Vixens" for the manga. Hope that helps.
