Well, start out with the cleanest original you can find. If you work on it and plan to come back and work on it some more, save it as a TIFF file. Saving it over and over as a jpeg gives you the nasty artifacts you see in that last shot.
Get photoshop elements version ONE. it has a liquify filter, the newest version doesn't. Make a layer of the areas you want to expand (her TITS!!)and just expand those.
You'll have to select her tits with the lasso tool or whaever and put them on a separate layer. Then go to work. You can clean up mistakes with the eraser. Flatten the layer, adjust the color and contrast, THEN when you're happy save it as a jpeg and upload.
There are tutorials on the adobe.com to help you with this and numerous books at the library. Hope this helps.

I lean toward the view that good management is probably more
important than either inate talent and good looks OR training.

Thirty years ago Roberta Pedon actually had a shot at getting
into mainstream producions until she got a "manager" who did
his best to ruin what career she had. He succeeded.

On a different tack, Joy Harmon did get pretty good pretty good management and had a foothold (She was the "Car Washing Girl" in "Cool Hand Luke") but decided it wasn't what she wanted to do, so she got married and had kids.

Then there's Catherine Bell...

Beyond our ongoing pursuit of print and commercial work for
Christina, we are currently reading over several scripts that have
been passed along with parts offered.
Christina is also now represented by Booked Agency, run by Blaine
Cotton. Booked is a recently licensed agency with offices currently
open in New York and LA as well as more to come in London, Miami, and
Chicago. We'll let you know when the next big job comes through.
We anticipate shooting again with Christina some time in the near
future. Stay tuned...

here's another comment from her manager. she seems very comfortable in sheer clothes to me, anyway.......

"Many photographers and agents have asked us the same question, as have
several group members here. Christina has made it abundantly clear
that she is not comfortable posing nude under any circumstances.
Despite the fact that her site is extremely risque, she remains
adamant that she is currently right up against her comfort limit in
terms of sheer and revealing clothing. We will continue to support
Christina's decision to refrain from full nudity.

here's answer to the nipple slips from her manager

"Unfortunately, due to the complete lack of editing of the videos on
Christina's site, these moments of "incidental nudity" are becoming
more and more prevalent.

On any given film or tv show, you'll generally see a cut every three
to four seconds. Music videos are cut together quicker, with each
shot lasting only one or two seconds. These shots incorporate camera
moves with Stedi-Cam rigs, dollys, cranes, jib arms, or even hand-held
shots.

The videos on Christina's site rarely cut, if at all, so you're left
with a static (tripod-mounted), 10 minute-long shot...

We have discussed the videography on Christina's site at great
length and I get a sense that Christina is genuinely frustrated and
embaressed.

Pasadena Pictures will release, in the very near future, a short
demo reel of Christina, that we cut together for promotional purposes.
We will continue to strive to show that although Christina's site is
painfully amateurish, Christina is an experienced and professional
model.

I'm not into Christina and I'm also not following this discussion at all, but coincidentally I found a clip of her.

If this clip is somehow illegal: please let me know. I *have* read the forum-rules and as far as I know, this is legal (she is 18 years of age, right?).
