I would have to agree that for the most part women either have large natural breasts or a bigger booty.  My personal theory is that it has to do with estrogen receptor sensativity, meaning the area with more sensative receptors allows for more fat accumulation.  Unfortunately, estrogen receptor sensativity seems to be determined by genetic predisposition.
