What about adding the most important ones to the post reply form and a link to the full list, so it would be easily convenient?
Or even better yet, make the user check a box "Yes, I abide by the 1-1-1-1 rule" and then use [censored] (you censor the
word ``coffe based script`` "?) to enable the attachment feature, or similar?
Or even better better yet, make the site check how many uploads you've done and never present the user with the ability to upload images after they have posted one, for 24 hours. This wouldn't get in the way of inline-linking.
