I assume it's not actually him, but boy does that guy look like Charles Grodin.

 Now that you mention it, he does look more like Richard Kind (or perhaps a younger Charles Grodin). I think my ID abilities (or even just references) are not working at peak levels these days.

As for other episodes with cleavage:
I remember one of the SG1 episodes that first introduced the Auri. Daniel Jackson and Claudia Black's character had their minds transfered into th ebodies of two people on anothe rplanet. Claudia had the luck of being transfered into a rather busty blonde in mideval dress..and hell even she took a moment to admire the newfound boobage.

I know there are a few others, I believe I posted about at least one a while back, but the others have been mentioned.  They seem to have a thing for hiring busty extras, especially when that letch of a character's around.

As I recall that scene was cut in every US airing of the pilot, but us in Germany hat the priviledge to see it uncut.

I remember that, it did actually air in the US back in 97 as Stargate was originally on a nudity-friendly cable network. And here is a cap from it. The lady in question is named Vaitiare Bandera.
