Yes she qualifies as black in America, Canada, or just about any European country. Race is primarily a sociological distinction, not a biological one. Being black or white is more about how you project yourself and how others perceive you, than it is about any actual genetic background. If in America, the woman mentioned above will experience every benefit and penalty that is associated with being black in America. Whereas a light-skinned black person from America may be classified as and treated as white if they move to a predominantly black Caribbean or African country.
