MSN Explorer is just MicroSoft Internet Explorer with a glossy finish.
Commonly called "The Butterfly" MSN Explorer came with my ISP,
provided through my phone company,
which makes my ISP = MyPhoneCo/MicroSoft.
It is not the best thing out there,
but it did not require a credit card to sign up.

Well, since I was already praying to the login gods in site issues and making sacrifices of zero posting user accounts, I figured that I'd try to kill two birds with one stone and appease the attachment gods as well.

What's the matter?  Don't you like that explanation?  Okay, here's the truth:  Since you guys are so reluctant to enter the twenty-first century with your browsers, I knew that I had to limit the amount of java-script handling attachments...in other words, I turned the pop-ups off.
