That would be TheArtificer of DeviantART.  He's been doing a lot of nice expansion-themed render work lately, though he claims it isn't his preferred medium. 

He also has a website that he updates on a semi-monthly basis.  I think the link can be found on his DA page, or by doing a quick Google search.

Yeah, funny how the oldest works I have seen of him (one attached) were much bigger than his current ones, even though they were based on one of his current characters.
