I wish I knew, Shadowmuse.  That one and a couple of others with the file name starting RDT were posted to a Discord I'm subscribed to, but the poster didn't know who did them either.  I've googled it, but can't find an artist that matches.  Here's another, though.

Apparently DALL-E created some massive restrictions.  However, I've been playing around with creative wording trying to "coax" it back to our way of thinking.

So, these are generated off of the new Bing creative mode.
If you want to goof off and make your own DiY models, this is kind of fun.
It's very persnickety, so you have to "ease" into the wording.  There are tons of bans to anything even remotely adult or sketchy.

I've been working my way around the wording to see what I can trick it into making.

It doesn't really like "realistic" requests.  So try to star off with cartoon, or anime.

It won't let you make the bust bigger by directly asking.  It will get bigger if you make the waist smaller.  But if you have too many descriptors, then it will block you from adding something too direct, like "make the waist smaller".  So, instead, you make the waist smaller using a belt.. or a "cinched belt".  Then it sometimes re-proportions the overall figure to make her curvier.
