I think Melonie's assessment is pretty close to the mark.

Tiffany was roughly about the size of Traci Topps, possibly a little smaller. She had a thin frame, but fairly broad shoulders.

Traci was 36J, so I'd place Tiffany around 38H or 38I.

As WikiPedia says, it's fairly common for models and dancers to publish misleading measurements, or for magazines to publish wonky sizes to wow readers. Though some appear to make up measurements, a common middle ground is to give what appears to be a bra size (43G for example) but is actually a bra + cup size combined with a bust diameter.

That's a possibility, although it wouldn't fit in with roobarb's estimate of a 38" bra size. I'd tend to go for a 32"-whatever cup, as Tiff surely wasn't as big as all that. 27" round the chest could be consistent with a 32" bra size.

I still remember my visit to a Ottawa club back in 1989 and this young girl of about 18 named Tiffany Towers came out and everyone gasped !!!  The whole place was in awe including me! She was so young and they were incredible.  Alas, I miss those days also.

Given the timing, there is a strong probability that Tiff's implants were made by Dow Silicone before the early 90's lawsuits got into full swing.  Remember that prior to the Dow lawsuits (1992-3?), it was not only possible but downright simple and affordable for American girls to obtain just about any size Dow Silicone implants they wanted from any US plastic surgeon who was willing to put them in.  After the lawsuits and damage awards, the FDA banned silicone implants and established strict testing criteria for saline implants.  This eventually took US made but low sales volume large saline implants off the table as well (due to potential $100,000+ FDA approval testing costs for each different sized implant, versus a very low projected number of huge implants to be sold each year over which those testing costs would have to be recouped).

It's also interesting but a bit frustrating to note that, because of changes in the economics of the huge boob industry over the last few years, that Tiff has not chosen to pursue having her current 800cc (guess) implants replaced with huge custom made implants again.  Again this comes back to the huge boob business migrating away from 'show' business and heavily towards 'sex' business.  Tiff never did have any problem doing XXX or escorting in the past, and her apparent choice not to invest in implants larger than her current ones is testament to where the real money is to be found in this industry today !
