yes, it appears that Penelope's adjustable implants were filled to their rated size sometime last summer, and that her latest fill-up has pushed them into the "overfilled" range.  From here on out you can expect her boobs to get rounder, firmer, and more 'torpedo-like' if she keep filling them !

Actually I'd originally saw it written that her current implants are 4000 or possibly even 4500cc-rated expanders.  My estimation has her currently at 2800cc's to 3000.

I'll agree with your guess that Pen's implants are probably in the 2800-3000cc size range right now.  But I would sooner think that her current implants have a "rating" of probably 2500cc based on their current roundness.  This doesn't mean that they can't handle even more overfilling though - probably to at least the 3500cc range - with each fillup making them project more and more !
