It's free in the sense that there's no payment for the site itself. It's basically an advertising site of sorts (perhaps "girl catalog" would be more appropriate). All the girls featured on the site work in local massage bars, sex clubs etc. If you look at the girl's photoset, you'll see someone info below and ususally it shows where she works, with a link to her club's site etc...

Tokyo Topless basically caters for the Japanese big boob fan who wants a digest if all the busty sex club workers on a single site. Obviously, being Japan, the average sex worker usually has a fairly small chest, as Asian women aren't known for being well endowed so it saves a lot of hunting around.
