Given the "red herring", the earrings, and the tail clue, could she be a mermaid this year?  Although, that may be a little difficult for her given the size of her.....flotation devices. :)

Ok, this year we'll start with bonus morphs first:

A brand new find of Ms. Whebb as Kill Bill's The Bride from a Halloween rave in 2004!

As you can see, nip slips were the norm for Morgan back then. She liked to show off the girls whenever she could. (Morgan wouldn't change her tune until the following year, who's "legendary" wardrobe malfunction was no doubt a staged event, and probably backlash against the powers that didn't approve of her playgirl image...)
