i've found many instances of people talking about the size of this character's rack, but have never been able to find a pic of her that shows it off... she looks quite other from what i've seen... but does anyone have any shots showing off her chest?

Tifa isn't anywhere near as busty as Lulu.  

Its not even remotely close.

Tifa in the FMVs is bigger than in game Tifa.

It's probably:

FMV Tifa > Lulu > regular Tifa

Again, I must disagree, but this is pointless.  Tifa has a lot of fans, but arguing her bust size is larger than Lulu's is a bit odd.

Lulu in-game was enormous and Lulu in the movies wasn't much smaller proportionally.  Tifa in the FMV was strangely busty, but not as large as Lulu.

You're telling me.  They both are done in different styles, Tifa is Anime style and Lulu is in a more realistic style.  So, there is really no sure fire way to tell.

And who the hell cares, they both have breasts and they are large, so, I ain't complaining.
