Sorry, if anyone can explain me the meaning of all these small stars of rating ? Is it the same as in any moderated news-group (three stars (*) mean one plus (+), three pluses mean the lost of the opportunity to write messages into the news-groups ("!") for one month) ?

As far as I know it's a meaningless popularity contest.  The number of stars you have affects nothing but your own ego.
