She has large breast implants, and for this event where she was one of the celebrated special guests (and therefore knew very well that a lot of the attention would be on her) she chose to wear a dress that has thin white fabric tightly stretched across the chest, a lace bra with elaborate designs that cause an imprint on the dress, didn't mind that bra straps were peeking from under the dress, and observably did not wear nipple covers.
How could it not be intentional. It appears she simply is a big implant woman through and through, and showing off of her breasts (to a limit, but enough for it to sometimes be risqué) is part of her persona. Of course no complaints – she is wonderful!
