Hmmmm… I hate to say this, but I think the rules about depicting minors may apply to cartoons, too.

Its pretty standard for Anime style of drawing in the Japanese culture. I don't see any clue of age. The girl is called the professor? I don't know many **09** professor?

Well, look at how she is holding him up. Her hands are not wrapped around his nuts BUT his weight is on her arm and so his nuts are getting squeezed by her arm and his body.

To be fair, the Blacked.com model Lulu Chu is only 4' 9" (1.44m) tall, so anything next to her will look huge, including Sly Diggler's member. (Damn camera angles.)
