Personally I don't like to see veins bulging outwards, on boobs or anywhere else.
But honestly I'm not that focused on physical appearance in prospective mates.

My own boobs do show veins, but not bulging. It's just because I'm a translucent skinned cracker who sunburns looking at postcards of sunsets. So, in certain types of lighting, you can see my veins in many places (not just chest). I think they only show up in very 'bluish' light though, like from excessively cheap tube lights. in warmer lighting they seem to disappear.

I have to admit they are a bit striking, the veins on my chest look a little like a 'lightning' pattern hehe.

I've never seen the veins bulging outward thing on a woman, let alone on her breasts, except of course in the case of body builder types who are generally looking as if they're using steroids... the only exception to that I can think of is (recent) Madonna photos with her veiny arms... no idea what that's about.

I forget atm who the lovely natural brunette in the attached image is... but the way her veins are visible just under the surface as her breasts pillow nicely on her ribcage... well, suffice it to say that it pleases the eye.

Another one of that same very-familiar-looking pretty brunette with the soft veiny breasts. Though her fur is far more interesting to me, I can't help but notice that the guy looks like he's wearing a sweater.
