Edit: actually, it doesn’t look altered, it just looks two sizes too small for her. You can tell by the cup coverage. It probably came with removable shoulder straps (or the straps were removed). If there’s a hi-res version, I should be able to tell. I wouldn’t fancy her chances of staying in the cups after taking two steps though.

The rumor back in the day was that she had had some of her lower ribcage bones removed and that was how she got that small torso look

As far as keeping the twins in place even if she is walking, that would probably be the result of them being held in place with some kind of adhesive, one like is used to apply fake beards and mustaches ]
