Three ideas leap to mind:
1. Exercise areas. Jogging paths, softball and volleyball games, maybe even sparring matches -- various scenarios in which women exert themselves while wearing little on top and causing their attiributes to lurch and sway and jostle very nicely.
2. New furniture. I have speculated as to whether or not an uberbusty bureacrat might study a screen directly before her while ambidextrously touch-typing away on two different keyboards, one to her far left and the other to her far right. Such adaptation would further emphasize how developed she is.
3. Crowds. Elevators, public transit, sports events, concerts, stores with cramped aisles -- and men who are just trying to get by.
