favorable condition AFAIK. NASA takes the hit. Then again, the enormous complexity of this stuff naturally entails risks. Nasa played roulette, bet on red and it cam up black.

Not trying to derail the thread, LDW. At the time NASA had sold Congress on the shuttle as an alternative to the use of much cheaper Army(?) rockets by assuring Congress that the reuse of the shuttles would allow for daily launches. Unrealistic as that was, NASA brass expressed a sense that they had to launch as often and as quickly as they could.
Someday, chi1dren, this entire fuck-up will be yours.

As an iside and Shuttles are retiring, there's a bidding process as to where they will spend the rest of this lives.
