In spite of both tdotter's reply and google's search result I would like to challenge the assumption that this gorgeous lady is Elizabeth Starr.
Rather my guess is that she is
Natali.
I found the pic in my Natali folder, but unfortunately I cannot remember based on which evidence I have put it there in the first place.
Anyway, have a closer look at the lady's right hand and forearm. Ring and bracelet aren't Elizabeth's style, but Natali's. And more importantly, other than Natali, Elizabeth hasn't such a tattoo.

I can't personally tell much about the tattoos, but your theory seems very plausible. Let's see what others think. -Pal
