I think it's possible, maybe even plausible.  Their facial structure seems very similar, if you ignore the younger one's blond hair (check out those dark roots).

I thought the "rule" was that the daughter must be bigger-busted than the mother? It was true in the cases of Kelly Kay, Linsey Dawn McKenzie, Rachel Aldana and Fuko...although maybe I've been reading way too much BE fiction

I don't think the older brunette is Heather, but I could be wrong. For no reason other than the fact that it's a nice pic, attached is a pic of Heather, having recently put her endowments to one of several productive uses.

Mod edit: JMHO, but in most pix (including the one you refer to posted by lucaxyz2) Heather seems both younger and more voluptuous than Persia, so I don't think so. Again, JMHO. -Pal
