Imo it's likely just a minimizer bra, proper clothing to make her look smaller, etc. I realize that in this day and with digital alteration software (photoshop) and on this forum/site that we see lots of pics (morphs and the like) that are commonly altered. With that being said, while it is a possibility, you may be surprised at how easy it really is to make breasts look smaller (or bigger) with certain undergarments and/or clothing choices. Case in point is an ex of mine wore a 38GG/H, and with a few certain minimizer bras she owned, and with certain clothing they could appear much smaller if she didn't want to draw attention. Just my two cents.
