Yes, it seems it is a morph. A very good one as it turns out. Here's the original version:

There should be a law that says that people posting morphs without declaring them explicitly to be a morph should face hard time! :)

Thanks for the ID, vf1000ride. Since I'm not 100% sure if the unmorphed picture is from Scoreland (one of the many outfits Wendy Star aka Chesty Westy aka Wendy Wonders aka Westy Star has modeled for), out of an abundance of caution I shall remove it.
