I can certainly see how you'd regard some guy who follows you around as a creepy stalker. While I'm not sure whether I'd qualify as a stalker by your definition, I don't in fact just walk away when I spot a hugely endowed woman.
Nor do I just walk up to such a woman -- within seconds of having spotted her – and ask her out. That doesn't work well.
Instead I observer her for the purpose of judging the best opportunity and working out the best approach that will allow me to get to know her. Is she in fact as large-breasted as she initially appeared? Is she with someone? Is she wearing a wedding ring? What sort of merchandize is she examining? What sort of conversation can I initiate relevant to this merchandize? Is there a better conversation starter relative our immediate environment or the weather? Is there some way in which I could be of assistance to her? Does the situation lend itself to an opening remark that would simulate wit? Is she a store employee or otherwise likely to be encountered in the future? Does she appear approachable? What info can I gather from her appearance; is she primarily an academic, a business woman, a professional, a student, or a mother? Does she seem self-confident enough to be receptive to a compliment?
If she starts walking off before I've answered any of these questions, I don't just think, "Oh, well. Another precious opportunity lost." No. I'll follow her to the next shop and attempt to approach her there. If that makes me a stalker, so be it.
Perhaps a fanciful analogy might help explain the situation from the "stalker's" point of view. Suppose that a plague wiped out 99.99% of the male population. Suppose further that the overwhelming majority of the surviving female population has turned to lesbianism. You, however, remain a fervent but closeted heterosexual. One day something happens that will only occur a few times in your life – you spot an actual man. You realize that if you approach him in just the right way, it could lead to a fundamentally satisfying and life-altering experience – possibly a life-long relationship. If you fumble your approach, you must return to your unfulfilling life as closeted heterosexual. With so much at stake, my guess is that you do a little "stalking" of your own.
The reason that this analogy isn't as fanciful as it might at first appear was given by Bgb. True breast men are for the most part sexually insensitive to all but a tiny fraction of the female population. This fraction is no greater than one in ten thousand women. And I would guess that one in fifty-thousand is a better estimate.
If you ladies do fall within that tiny group, I hope this helps you to understand how certain men might react to you.

P.S. I hope that the above makes it completely clear that men who verbally assault women with irritating remarks cannot possibly be true breast men (unless, of course, they are also total morons).
